



About them:
Patrick Flanigan emigrated from Ireland in March of 1885. Some time later, he became active in the Baltimore contracting community. He started business with little more than some small tools, a new wife, and a burning desire to succeed. Together with his network of fellow Irish immigrants, also searching for a better life, he began to build the foundation of P. Flanigan and Sons as it stands today. In 1979, Pierce Flanigan III became the fourth generation of the Flanigan family to lead the company.

Their success story:
P. Flanigan & Sons pulled off a clean sweep of five out of five bids on the same day. The total for all five contracts was just under $4.1 million, and the difference between Flanigan's successful bids and the second bidder totaled 5.5%.
The bids were all highway resurfacing projects for the City of Baltimore and all were due at 11:00 a.m. on August 27, 2003. BID2WIN offered two clear advantages in allowing them to submit five bids at the same time, on the same day.
First, Baltimore City requires that the Minority Business participation plan, including signed and detailed statements of intent to subcontract, be submitted with each bid.
